Description
This presentation describes a nine-month community planning process for the historic downtown of Freeport, Texas, led by the UTSA Center for Urban and Regional Planning Research. Freeport, a Gulf Coast city with a population of 10,546, is located at the confluence of the Brazos River and the Gulf of Mexico. Established by the Freeport Sulphur Company, its economy is now driven by Dow Chemical’s Freeport facility—the largest chemical manufacturing complex in the Western Hemisphere. In recent years, the city has experienced significant change, including an urban renewal project that removed twenty-four blocks of a historically African-American neighborhood to expand Port Freeport. The comprehensive plan provides strategic direction for economic development, land use and zoning, historic preservation, infrastructure, housing, and implementation. It provides a roadmap for Freeport’s future growth, balancing industrial expansion with an attempt to preserve the city’s historic fabric and cultural heritage.
